Case highlights for 2011

 

 

In January 2011, a teen female high school student in Scottsdale, AZ contacted school officials and police when a 25 year old Scottsdale man stalked and followed the girl to her school and onto the school campus. She became frightened not thinking this would happen or he would go to this extent, and made the contacts. AZICAC and Scottsdale Police arrested the man at the school which is when he said he had met the girl online which led to him and the victim having an online and phone relationship. He said he wanted to meet her in person. Apparently, the suspect and victim had exchanged pornographic images because she had them on her person and provided the evidence to police. The unemployed Scottsdale man was booked into Madison Street Jail and charged with luring a minor for sexual exploitation and furnishing harmful items to a minor via the Internet. This matter is being handled by the Maricopa County Attorney’s Office.

 

In February 2011, an AZICAC Phoenix Police investigator conducted a proactive Internet investigation which led to the arrest of a 21 year old Goodyear, AZ resident who was using the Internet to search for, trade and download images depicting the sexual exploitation of minors. The investigator authored a search warrant for the suspect’s residence after court orders had identified the residence and after entry, discovered the suspect as to being the roommate of the Internet subscriber. The suspect made admissions to collecting the illegal images and using common search terms to find and download the images and videos from the Internet. The 21 year old man worked as a teacher’s aide at an elementary school and also worked as a private home healthcare provider for autistic children as his second job. He was booked on several counts of sexual exploitation of a minor and the case is being handled by the Maricopa County Attorney’s Office.

 

In late March 2011, AZICAC investigators conducted a proactive search on the Internet and discovered a large amount of images and videos depicting the sexual exploitation of minors being stored and distributed from a Peoria residence. AZICAC detectives executed a search warrant at his residence and after hours of interviews and forensic searching, they discovered that the 40 year old Petsmart dog groomer had over 1200 illegal images downloaded onto a hard drive found in the family mini van. The suspect had a 9 year old and a 10 year old daughter and admitted his sexual preference was that of 10-12 year old children. The suspect denied molesting his daughters and agreed to take a polygraph. The results were inconclusive. The children were interviewed but didn’t disclose any wrongdoings, however, forensic examinations of the suspect’s media revealed over 250 images either sexually exploiting the daughters or posing in erotic poses. The suspect was eventually charged with 20 counts sexual exploitation of a minor. Prosecution is being handled by the Maricopa County Attorney’s Office.

 

In late April 2011, a 51 year old Chandler resident who was a church minister in Phoenix, committed suicide in his church as Chandler Police Special Assignment Officers were executing a search warrant at the church to arrest him on furnishing harmful items to a minor via the Internet and luring a minor for sexual exploitation. AZICAC investigators from the Chandler Police Department had conducted a proactive investigation which stemmed back to 2010 when the minister contacted an undercover investigator online with the belief he was corresponding with a minor. The suspect exposed his genitals to the perceived minor via the Internet and asked to meet the perceived minor several times for the purpose of committing sex acts against the minor persona. The suspect had shown the investigator firearms that he owned while chatting with him and the investigator was concerned for everyone’s safety and he had made statements indicating mental instability which is why Special Assignment Officers were called to execute the warrant and arrest. The suspect had even changed his screen name two weeks prior to the date of the warrant citing he was trying to hide from police..

 

In June 2011, a 43 year old man, who is a registered sex offender for child molestation, working at Dunkin Doughnuts, was arrested by AZICAC Task Force investigators and Phoenix Police Officers for violating his probation and failure to abide to his sex offender terms. The suspect had accessed the store’s computer and printed out several pictures depicting the sexual exploitation of minors. These images depicted children being tied up and posed in sexually exploitive positions. Fellow employees viewed the images and called police. An AZICAC investigator from the Phoenix Police Department was called to the central Phoenix business location and interviewed the suspect. The suspect was found to be possessing hundreds of such images and admitted that he was “out of control” and had been around children that he should not have been around. He also said he was sexually attracted to children’s feet and toe nails and has gone so far as to having a jar in his apartment containing children’s toe nail clippings. The suspect was booked for the above violations and after obtaining a search warrant, the AZICAC investigator seized the images, the suspect’s computer and thumb drive as evidence. Further forensics is pending and more charges will be requested after evidence is discovered on his computers. He is being held in the Maricopa County Jail and is facing at least 8 years in prison for the probation violation alone. The Maricopa County Attorney’s office is handling prosecution on this matter.

 

In July 2011, AZICAC, Phoenix Police, F.B.I. and the Mesa Police Department worked jointly to arrest two Phoenix men for child molestation, manufacturing images depicting the sexual exploitation of minors and sexual exploitation of a minor. The case was initiated by a Phoenix F.B.I. Special Agent after a proactive Internet file sharing investigation led to identity of the two suspects who were living together in a Mesa, Arizona residence. Investigators obtained information indicating the two boys depicted in the images and videos being sexually abused were related to one of the suspects. At this point, the agencies involved got together and put together an operations plan to execute search warrants and arrest the suspects at a Phoenix residence where they were believed to be living currently with the molestations occurring in Mesa. After an extensive surveillance involving numerous investigators, a 38 year old Hispanic male suspect was arrested at his place of employment which was a fast food restaurant in Phoenix, and a 47 year old white male suspect was arrested at a Mesa residence where he was temporarily residing. The two boy victims in the images were identified by their mother proving that they were relatives of the 47 year old suspect. Search warrants were executed and computer evidence along with other case evidence was seized. As of December 5, 2011, the 47 year old suspect has pled to charges falling under the Dangerous Crimes Against Children enhancement statutes and is awaiting minimum 25 years in prison. The 38 year old suspect is being held in Maricopa County Jail awaiting court proceedings. The Maricopa County Attorneys Office is handling prosecution of both suspects.

 

In August 2011, an AZICAC investigator from the Yavapai County Sheriffs Office was working proactively in Internet chat rooms posing as a 13 year old child, when a 42 year old male suspect contacted the investigator online and began an online relationship. The suspect eventually requested to meet the believed child in Yavapai County for the purpose of taking the child to a different location and performing various sexual acts with the child. The suspect drove from his residence in Lake Havasu City, AZ to the designated meet location in Yavapai County, some three hours drive time away, and deputies from Yavapai County Sheriffs Office arrested the suspect when he arrived. The suspect made admissions and was booked into the Yavapai County Jail, Camp Verde Detention center on luring a minor for sexual exploitation charges. The prosecution is being handled by the Yavapai County Attorneys Office.

 

In September 2011, a 54 year old local school district bus driver was arrested for aggravated luring a minor for sexual exploitation and luring a minor for sexual exploitation. An AZICAC investigator from the Chandler Police Department was working proactively in online chat rooms, posing as a 13 year old child when the suspect contacted the believed child in June and began an online relationship with the investigators persona for three months. The suspect continually contacted the believed child and the conversations became very sexual. The suspect made arrangements to meet the child for the purpose of having sex and had already exposed himself to the investigator online via his web cam and masturbated. On September 30, 2011, the suspect showed up at the designated meet location to meet the believed child and was arrested by Chandler Police Department officers and investigators. The suspect was booked into Maricopa County Jail and prosecution is being handled by the Maricopa County Attorneys Office.

 

In November 2011, AZICAC investigators from the Phoenix Police Department and an F.B.I. Special Agent executed a search warrant at a Phoenix area residence as the result of a cybertip that Phoenix Police had received from the National Center for Missing and Exploited Children. AOL had discovered an e-mail sent by an AIM user on August 2, 2011 with an attached image of a young female being sexually assaulted by an adult male. The lead Phoenix Police investigator conducted a court order process and identified the AIM user who had sent to e-mail to himself via his phone. Upon entry, investigators discovered the residence to be a mess and deplorable conditions for the 15 month old infant living in the house. The suspect was a resident and a 26 year old unemployed drug addict which described others living in and out of the house. The suspect admitted to sending the image via his phone but investigators were unable to find it during initial preview. He did not know the identity of the victim. The baby was extremely malnourished, there was no food in the house, nothing had been cleaned, trashed was piled, etc. Because of this, a child neglect investigation was initiated and C.P.S. contacted to take custody of the child, monitor the child for a month and if need be, charge the mother with child neglect.

 

In December 2011, AZICAC investigators from the Phoenix Police Department traveled to Little Rock, AR and worked in conjunction with the Arkansas State Police with the arrest of a 57 year old high school principle and the execution of a search warrant at his residence. This was the result of an online proactive investigation conducted by a Phoenix Police investigator who was posing online in chat rooms as a 14 year old child living here in Phoenix. The suspect initiated conversation with the investigator, believing he was a 14 year old child, and began an online private relationship. The suspect discussed having sexual acts with the believed minor and exposed his genitals via his personal web cam. The suspect masturbated to the believed child and this was all captured as evidence. The investigator began research and court orders to identify the suspect and discovered he was the 57 year old high school teacher. Due to the fact that he is around minors daily and the possibility of other live minor victims, investigators acted swiftly. On December 8, 2011, Phoenix Police investigators and Arkansas State Police arrested the suspect as he was preparing to leave his house to go to work at his school. The suspect made admissions to the investigators and was booked in Monticello, AR on one count sexual indecency with a child. Phoenix Police investigators seized computer evidence with the help of Arkansas’ search warrant and have submitted the case to the Maricopa County Attorney’s Office requesting a Grand Jury hearing against the suspect and hopeful indictment after forensics are completed. If indicted, the Maricopa County Attorneys Office will request extradition of the suspect from Arkansas to Maricopa County Jail where he will await trial on furnishing harmful items to a minor via the Internet which is a class 4 felony.

Case Highlights

 

In January 2012, during a proactive joint investigation by the FBI and the Arizona Internet Crimes Against Children Task Force, the 26-year old suspect was arrested for possessing images and videos of young children being sexually abused. The suspect is seen in the movies and pictures molesting the young boys. The suspect is also a youth leader at a local church. There are numerous victims investigators are trying to identify. The suspect was arrested and booked in the Maricopa County Jail on 10 counts of sexual exploitation of a minor, child molestation and sexual conduct with a minor.

 

 In February 2012, Phoenix PD received a tip from a valley computer repair company that found images on suspect’s computer. AZICAC investigators found numerous items of child pornography at the suspect’s residence, including pictures and videos of young boys ages 8 to 12 years old engaged in various sex acts. The suspect taught at North Ranch Elementary School in the Paradise Valley School District for six years. The suspect also mentored kids in an after school program called the GenYes Technology Club. Before this, the suspect taught at Arrowhead and Indian Bend Elementary Schools in the Paradise Valley district. The suspect was booked into Maricopa County Jail on 10 counts of sexual exploitation of a minor. The Maricopa County Attorney’s Office is handling prosecution in this matter.

 

 In March 2012, AZICAC investigators from the Tucson Police Department suspected a Tucson man of sharing and distributing child pornography. A search warrant was served on the suspect’s residence and computer and other items were seized. The 38-year old suspect was arrested after investigators discovered illicit files that were shared to and from a computer in Tucson. The suspect was booked into Pima County Jail on 15 counts of sexual exploitation of a minor.

 

 In April 2012, AZICAC investigators with Pinal County Sheriff’s Office and Casa Grande Police Department responded to a computer repair technician that reported finding images of children being sexually abused on the suspect’s computer. AZICAC investigators from Casa Grande Police Department seized the computer and obtained a search warrant to have the hard drive examined. Pinal County Sheriff’s Office Computer Forensic investigators were able to pull several images including videos of children being sexually abused. Based on the materials found, the 46-year old suspect was arrested at the Arizona Department of Corrections prison in Florence where the suspect works as a corrections officer.

 

 In May 2012, an AZICAC investigator was contacted from a detective in North Dakota that was working proactively online in a chat room posing as a 14-year old girl. The suspect started chatting with the supposedly underage girl and the chats became sexual in nature and eventually led to the suspect allowing the supposedly underage girl to see him exposing himself on his webcam. The AZICAC investigator reviewed the information provided by the detective and corroborated suspect’s information, home and work. A search warrant was served on the suspect’s home and later another search warrant was served at the suspect’s work. The suspect is a teacher and football coach at Cortez High School. Suspect made admissions and was arrested and booked into the Maricopa County Jail on one count of aggravated luring a minor for sexual exploitation and two counts of luring a minor for sexual exploitation.

 

 In June 2012, an AZICAC investigator from the Phoenix Police Department conducted a proactive Internet file sharing investigation which led to the identity and residence of a 63-year old Casa Grande man who owns his own accounting practice and has served as an official at youth soccer games in the Greater Phoenix area. The suspect is also a Casa Grande school-board member. The investigator examined several files containing child pornography. With the help of AZICAC investigators of the Casa Grande Police Department, a search warrant was conducted at the suspect’s place of business where he was in the process of downloading child pornography onto his laptop. The suspect was arrested and booked into Pinal County Jail on 10 counts of sexual exploitation of a minor.

 

July 2012, during a proactive joint investigation by AZICAC and the FBI Child Sexual Exploitation Unit, arrested a 26-year old man for attempting to have sexual contact with a teenage girl. The suspect admitted to the crimes and stated he was sexually attracted to teenage girls. The suspect was arrested and booked into jail for sex crimes against a child.

 

 August 2012, during a proactive joint investigation by the AZICAC Task Force and the FBI Child Sexual Exploitation Unit, arrested a 47-year old man (soccer coach and worked at a school), for possessing and distributing images of young children being sexually abused via the Internet. During the investigation, detective’s located evidence that the suspect was actively sexually abusing a minor. The victim was located and saved from further sexual abuse. The suspect admitted to the crimes was arrested and booked into jail on numerous sexual crimes against children charges, Dangerous Crimes Against Children.

 

September 2012, during a proactive joint investigation by the AZICAC Task Force and the FBI Child Sexual Exploitation Unit, Scottsdale PD, and Glendale PD, arrested a 55-year old man (teacher) for attempting to have sexual contact with a minor boy. During the investigation, detective’s located evidence that the suspect was actively soliciting a minor for sex. The suspect was also implicated in numerous other child molestation cases. The victims were located and saved from further abuse. The suspect was arrested and booked into jail on numerous sexual crimes against children charges, Dangerous Crimes Against Children.

 

 October 2012, during a proactive joint investigation by the AZICAC Task Force and the FBI Child Sexual Exploitation Unit, arrested a 33-year old man for sexual conduct with a minor and other sexual crimes. During the investigation, detective’s located evidence. The suspect admitted to the crimes and was arrested and booked into jail on numerous sexual crimes against children charges, Dangerous Crimes Against Children.

 

 November 2012, during a proactive joint investigation by the AZICAC Task Force and the FBI Child Sexual Exploitation Unit, arrested a 22-year old man for sexual conduct with a minor, child prostitution and sexual exploitation of a minor after it was learned the suspect created fake Facebook accounts and lured young teenage girls. In addition, the suspect possessed and distributed images of very young children being sexually abused under 7 years of age. During the investigation, detective’s found evidence. The suspect admitted to the crimes and was arrested and booked into jail on numerous sexual crimes against children charges, Dangerous Crimes Against Children.

 

 December 2012, the suspect was training a new trucker when the new trainee asked to use his cell phone. The new trainee saw images of young children being sexually abused on the suspect’s cell phone. The trainee reported this to the main security at the trucking company. It was then the trucking security contacted law enforcement when the suspect arrived at the yard. Interviews were conducted and the suspect admitted he was in possession of over 1TB of child pornography. The images depicted infants, toddlers that were being sexually abused.  An on-scene preview of the laptop and hard drive was done and hundreds of images located. The suspect was booked into jail.

Case highlights for 2013

 

In January 2013, ICAC/FBI agents in Colorado interviewed the suspect during a child pornography case. They learned the suspect produced several pictures and videos of himself molesting his biological daughter. Agents reached out to the AZICAC/FBI from Colorado and requested assistance. Detectives located the victim in Phoenix and the electronic evidence. AZICAC detectives interviewed the child victim and she disclosed her biological father was molesting her and made movies of the sexual abuse and traded them with other offenders. The information was quickly provided to agents in Colorado and the suspect was arrested and booked on numerous child molest and child porn charges.

 

In February of 2013, during a proactive investigation by the Arizona Internet Crimes Against Children Task Force, (Phoenix Police) and the FBI Child Sexual Exploitation Unit, arrested a 62 year old man, for Sexual Exploitation of a Minor. It was learned the suspect had a large quantity of images and movies that involved the sexual abuse of young children to include infants. The suspect was arrested and admitted to the crimes.  The suspect admitted to the crimes and was booked into jail on multiple counts of crimes against children.

 

In March 2013, during a reactive investigation by the Arizona Internet Crimes Against Children Task Force, (Phoenix Police) and the FBI Child Sexual Exploitation Unit, arrested a 30 year old man for Sexual Exploitation of a Minor. During the search of the residence, there was evidence located that indicated the suspect was trading and downloading images and videos of very young children. A substantial amount of videos and pictures were found at the suspect’s residence. The suspect was booked into the Maricopa County Jail on 10 counts of sexual exploitation of a minor and failure to register as a sex offender.

 

In April 2013, during a reactive investigation by the Arizona Internet Crimes Against Children Task Force, arrested a 24 year old man for Sexual Exploitation of a Minor. During the search of the residence, there was evidence located that indicated the suspect was trading and downloading images and videos of very young children. It was learned the suspect was arrested when he was 16 years old and charged as a minor for possessing sexual exploitive pictures of young children. Movies and pictures of young children under five were located on a thumb drive hidden near the suspect’s bed and also on a laptop he had hidden. The suspect was booked into the Maricopa County Jail on 10 counts of sexual exploitation of a minor.

 

In May 2013, an Arizona Internet Crimes Against Children Task Force investigator from the Phoenix Police Department served a search warrant on a residence that had been identified as trafficking in child sexual exploitation images. During the search warrant, numerous computers and images and videos of young children being sexually abused were discovered. The suspect admitted to trafficking in child sexual exploitation images. After further interviews and investigation, the suspect admitted to molesting at least 15 children. Investigators identified 7 of the victims and are in the process of identifying the additional children. The children were all known to the suspect, including his younger 9 year old brother. The suspect was booked at Maricopa County Jail on numerous sex crimes.

 

In May 2013, during a proactive investigation by the Arizona Crimes Against Children Task Force, identified the suspect’s residence as trafficking in videos and images of young children (under 5) being sexually abused. During the forensic exam of the computers, numerous pictures and videos of an adult male and female were located molesting a 3 year old boy and also using a dog to offend on the child. Detectives worked the case and located the female and arrested her. In addition, the adult male was located three days later and arrested. Detectives worked 25 hours straight trying to locate the victim. After 74 hours of investigation, that covered three days, the victim was located and saved from the offender. Both suspects were booked on sexual exploitation of a minor, dangerous crimes against children and child molestation.

 

In July of 2013, during an investigation by the Arizona Internet Crimes Against Children Task Force, investigators arrested a 34 year old man, for Luring a Minor for Sexual Exploitation and Child Molestation. The investigation began after the suspect was identified chatting online with a minor and sending images of children being sexually abused. The suspect was interviewed and admitted he molested another child in another state. Authorities were contacted and the suspect was arrested.  The suspect was charged with numerous Dangerous Crimes Against Children.

 

In August of 2013, investigators from Las Vegas and Arizona discovered the suspect was trading images of a little girl being sexually abused. There were a significant number of pictures of videos of the girl. The girl was first seen in the images when she was 4 years old and up until she is 9 years old. The suspect was identified as living here in the Phoenix area. The victim was still in contact with the suspect. Investigators located the victim and she was forensically interviewed. The victim disclosed sexual abuse and said that it was her in the pictures and movies. The crimes occurred in Arizona and Las Vegas. Task Force members located the suspect and he was arrested. Evidence was recovered. The suspect was booked on numerous charges and the child was saved. Great job by all involved.

 

In September of 2013, during an investigation by the Arizona Internet Crimes Against Children Task Force, investigators arrested a 32 year old man.  Patrol officers responded to a 911 call of possible child molestation and Sexual Exploitation of a Minor. Officers arrived and discovered the suspect had fled. Officers spoke with the mother and 13 year old victim. The mother provided the officers with a letter that was written to the minor child. It was several pages long and talked about numerous sex acts he wanted to do to the child. The letter lured the minor into a number of sexual acts and described how they can hide it from others. It was very graphic and the victim stated she has been feeling nervous around the suspect.  The mother also indicated the suspect was worried about his computer and wanted it. The mother believes the suspect has images of children being sexually abused on his computer. Investigators located the suspect and interviewed him; the suspect admitted he lured the minor into the sex idea because “he wanted to teach her about sex”. The suspect was booked on several counts of luring and attempt sex conduct with a minor. Dangerous Crimes Against Children.

 

In October of 2013, during an investigation by the Arizona Internet Crimes Against Children Task Force, investigators arrested a 25 year old man for Sexual Exploitation of a Minor. There was also a 357 Magnum revolver in another bedroom where he lived. He also had writings and was attempting to learn how to write in Arabic. He was discharged under dishonorable conditions from the U.S. Army. The suspect had two laptops in his bedroom and they both contained a large quantity of videos and pictures of children being sexually assaulted.

 

In November of 2013, during an investigation by the Arizona Internet Crimes Against Children Task Force, investigators arrested a 34 year old man for Sexual Exploitation of a Minor. During the investigation into the voyeurism case, the suspect’s computers were seized and during the forensic exam images of children being sexually abused were found. The suspect had extensive files and had over 1.5TB of movies and pictures of young children being sexually abused. The suspect is a registered sex offender and was arrested at the probation officers office. The suspect was interviewed again and made admissions. The suspect was booked on numerous Crimes Against Children charges. He was also charged with sex offender violations and is being held non-bondable on those charges.

 

In December of 2013, during an investigation by the Arizona Internet Crimes Against Children Task Force, investigators arrested two men ages 34 and 35 for Sexual Exploitation of a Minor, Attempt child molestation, and Sexual Conduct with a Minor. During the investigation, images were intercepted that were being traded between the two suspects. One of the suspects lived in Phoenix and the other in the U.S. Army and deployed overseas. Investigators discovered the identity of the account holders and obtained the conversation the two men were having. The adult male in the Army was asking the adult male here in Phoenix to molest his two children ages 5 and 2 and send him the pictures. Both of them sent images of young children being molested to one another. The suspects were interviewed and admitted to the crimes and both admitted they were sexually attracted to female girls around 8 years old; they also had a cell phone that had additional images and evidence. One suspect denied he molested his daughters. The children were saved and the suspects were arrested.

In January of 2014, during an investigation by the Arizona Internet Crimes Against Children Task Force, (Phoenix Police) and the FBI Child Sexual Exploitation Unit, investigators intercepted images of young children who were being sexually abused, it was learned the images were being traded from a residence. The suspect had one of the largest collections in Arizona. Numerous files were located to include infants. Investigators discovered that 3 children and an adult male and adult female lived at the residence. The suspect was contacted and interviewed, the suspect admitted to being the person trading the images. In addition, the suspect admitted he was currently molesting a child since she was 7 years old. That child was located and rescued by investigators. The suspect admitted he is sexually attracted to children under 9 years old. The suspect told detectives “I am a dangerous person and will continue to molest children”. Numerous electronic devices were located and several cell phones. A large quantity of child pornography was also located and a 12 gauge shotgun. The suspect was arrested and booked on numerous crimes against children charges.

 

In February of 2014, during an investigation by the Arizona Internet Crimes Against Children Task Force, (Phoenix Police) and the FBI Child Sexual Exploitation Unit, investigators intercepted images of from a registered sex offender who was sending images to a child. The child was identified and saved. The suspect was interviewed and admitted to the crimes. The suspect was arrested and it was learned he was a registered sex offender.

 

In March of 2014, during an investigation by the Arizona Internet Crimes Against Children Task Force, (Phoenix Police) and the FBI Child Sexual Exploitation Unit, and California Homeland Security Investigations (HSI)  intercepted images of young children who were being sexually abused, it was learned the images were being traded from a residence. The suspect was identified as a registered sex offender who was contacted and interviewed.  The suspect was arrested and booked on numerous charges of Sexual Exploitation of a Minor. The suspect admitted to the crimes. In addition numerous images and videos were found in the residence and letters written to the suspect were located. The letters were from the Philippines and Japan that contained pictures of young female children. The suspect had been writing letters to the parents of the young children. It is unknown if the children are victims at this time.   Additional investigation is being conducted.

 

In April 2014 Phoenix ICAC obtained information that a suspect was sending images of a young female nude.  The suspect indicated this was his 7 year old daughter. There were also other images that clearly showed the 7 year old girl being sexually exploited and abused. In addition, the suspect indicated he gives the victim Nyquil and then commits the sex acts on her. The suspect also sent additional pictures after writing offensive words on the body of the victim with a black magic marker.  The preliminary information reported the suspect was in the Phoenix area. Detectives learned the suspect was no longer in Arizona and was now in Texas. Investigators stayed with this case and contacted the ICAC and FBI in Texas and together located the suspect. The victim was recovered and the suspect arrested. It was learned the suspect was the focus of another child pornography case and a child molestation case involving another child. There was additional evidence located and interviews were conducted. This case involved three states and several cities. Together the investigators worked non-sop to locate the 7 year old victim. The suspect was charged with multiple child sex crimes. Working together investigators saved this child from further sexual abuse.

 

 In May 2014 ICAC investigators identified a residence that was trading images and videos of young children being sexually abused. There was a large quantity of images (over 600) that were discovered and intercepted by investigators. The images and movies depicted very young children to include infants being sexually assaulted and physically raped. At the time it was unknown if children were in the home.  A search warrant was served at the residence and the suspect was located. The suspect lives at the residence with other family members. All three of the occupants were combative and argumentative during the search warrant. The evidence was located in the residence on a laptop and a cell phone, a large quantity of child pornography was found. The suspect was interviewed and admitted to the crimes. He also stated he was sexually attracted to very young children. No children were found in the home. The suspect was arrested and booked on sex crimes.

 

In May 2014 a residence was identified as trading images and videos of young children being sexually abused. There was a large quantity of images (over 1,000) that were discovered and intercepted by investigators. The images and movies depicted very young children to include infants being sexually assaulted. At the time it was unknown if children were in the home.  A search warrant was served at the residence and the suspect was located. The suspect lives at the residence with other family members. The evidence was located in the residence on external media and a large quantity of child pornography was found. The suspect was interviewed and admitted to the crimes. He also stated he was sexually attracted to very young children. He stated he wanted to have sex with a minor and was trying to figure out how to find one. No children were found in the home.  Additional investigative follow-up is being conducted to possibly identify and locate the children in the movies. The suspect was booked on multiple counts of Sexual Exploitation of a Minor. DCAC C2F and Dangerous Crimes Against Children.

 

In June 2014 2- Victims identified in home and saved from suspects continued abuse. Suspect charged with 32 counts Dangerous Crimes Against Children, 6 children in home. During an online investigation numerous images of child pornography were intercepted. The images depicted very young children being sexually abused. Upon further review, pictures were found that showed 2 young girls were sexually exploited. Immediate response was necessary as we learned there were 6 children living in the home with the suspect. A search warrant was served and the suspect was taken into custody and admitted to possessing child porn. In addition, the warrant at the house revealed he had taken numerous pictures of the victims and created child porn. A large quantity of evidence was recovered.  Interviews of the victim were conducted. Additional interviews to follow. Investigators found numerous pictures of the victim being sexually abused. The suspect was arrested and charged with 32 counts of different sex crimes. Multiple agencies assisted ICAC to include, MCSO, Buckeye and DPS. Investigators spent long hours on this case.  All agencies notified.

 

In July 2014-During an online investigation it was learned the suspect was communicating with a 13 year old female. He sent images of his privates and spoke to her about sex. The suspect also spoke about additional incidents several years ago when the victim was 10 years old. The victim told a trusted adult and was interviewed forensically by investigators.  Investigators completed interviews, searches and search warrants for the social media accounts. The suspect was contacted and arrested. The suspect was interviewed and made admissions to the acts. The suspect has an extensive criminal history and was booked on several counts of luring and furnishing harmful material to a minor. The child was saved from any further contact from this suspect. The county attorney’s office was notified.

 

In August 2014 Information was obtained that an adult suspect had produced a number of child pornography images and was molesting the victims, ages 4 thru 10. The victims were interviewed.  There were a number of electronic items of evidence. Investigators conducted search warrants and evidence recovery. While processing the suspect laptop computer images were located of the victims depicting sexual abuse by the suspect. A large amount of images and videos were also recovered and additional evidence was found. The 4 victims were saved from any further sexual abuse.   The suspect was arrested and charged with multiple sex crimes and is facing life in prison.

 

In September 2014 During a proactive undercover investigation members from the ICAC unit identified a residence that was distributing images depicting young females being sexually exploited. Detectives conducted additional subpoenas and search warrants.  A search warrant was served by SAU and the suspect was interviewed. During the interview the suspect admitted to collecting 200,000 images. The suspect admitted to doing this for the past 35 years. He has access to 2 young 10 year old girls who will be interviewed for any hands on offenses. Digital evidence is being examined to see if the girls had pictures taken of them or were molested. The suspect was also producing and duplicating the images on DVD’s and making his own copies with pictures of the victims on the outside of the DVD. The suspect had several cameras and numerous small child figurines and other pictures of children. The suspect admitted he was sexually attracted to children but denied he molested anyone. The suspect was booked on 10 counts of Sexual Exploitation of a Minor C2F, DCAC

 

In October 2014 an adult male was arrested and charged with multiple sex offenses against a 10 year old child to include producing and distributing the images and videos he created during the sexual abuse. Investigators identified and saved the 10 year old victim. Detectives from the Arizona Internet Crimes Against Children Task Force worked together with the Australian Federal police in locating and identifying the suspect and victim.  Investigators learned a suspect was identified in Australia with images depicting the sexual abuse of a 10 year old boy in Arizona. The investigation led detectives to the suspect. During the investigation detectives found over 10,000 chat messages and numerous images of young children being sexually abused to include the young boy that the suspect sexually abused. The suspect is also under investigation for another case involving distributing sexual abuse images by the Chandler Police Department. This is an example of how law enforcement around the world works together to save children from those who seek to harm them. The suspect  was booked into Maricopa County Jail, charged with 9 counts of Sexual Exploitation of a Minor (C2F) Dangerous Crimes Against Children, 9 counts of Sexual Exploitation of a Minor production (C2F) Dangerous Crimes Against Children, 5 counts of Child Molestation (C2F) Dangerous Crimes Against Children, 2 counts of Sexual Conduct with a Minor (C2F) Dangerous Crimes Against Children.

 

In November 2014 the suspect a registered sex offender was identified.  The suspect in this case was arrested for multiple counts of child molestation, child pornography and furnishing obscene material to a minor. The victims were ages 4 thru 14. The 4 year old boy disclosed the suspect molested him. The suspect created several fake Facebook accounts and lured a variety of teenage girls; in addition the suspect sent images of his private parts to minors. The suspect also sexually abused another minor and is the suspect in a sexual assault case. ICAC detectives were able to identify the suspect via search warrants, subpoenas, and interviews. The suspect created several fake Facebook accounts and lured minors to him. The suspect is a registered sex offender. A warrant was served at his home and additional evidence was found to include more child pornography and pictures of the other victims. When the suspect was arrested he was meeting a girl with a young 6 year old boy. Another picture of a young 4-6 year old boy was located on the suspect’s computer. The suspect was charged with that image and interviews will be conducted of the children. Suspect booked on multiple charges and is being held non-bondable.

 

In December 2014 during an online undercover operation the listed residence was identified as trading images and videos of young children being sexually abused. Search warrants were conducted. Investigators conducted a search warrant on the residence. During the warrant investigators found a large quantity of images and videos of young children being sexually abused mostly infants. The suspect admitted to the images and videos and stated he is sexually aroused by the children. Evidence found and suspect confessed. The suspect was booked on 10 counts of sexual exploitation of a minor C2F.

 

 

Cases and Arrests 2015

 

 In January of 2015, during an investigation by the Arizona Internet Crimes Against Children Task Force, Phoenix Police and the FBI Child Sexual Exploitation Unit, ICAC Investigators intercepted images that were uploaded to the internet from a residence that depicted young infants and toddlers being sexually abused. Investigators conducted additional research and learned the suspect living at the home had been arrested in 1982 for sexual assault of a minor and kidnapping. Also in 2008, the suspect was an investigative lead when a witness found a 2 year old child leaving his trailer with her diaper off. ICAC investigators conducted surveillance and discovered the suspect is a security guard and lived at the residence alone. A search warrant was served at the house and the suspect was interviewed. During the interview the suspect admitted to the images and he also admitted he took pictures of young children in his neighborhood that were standing on the corner. The suspect admitted he was sexually attracted to young children. The suspect also admitted to the 1982 incident and stated the incident in 2008 was a misunderstanding. During the on-scene computer examination, forensic examiners located hundreds of images of young children on the computer. Suspect was booked on 10 counts Sexual Exploitation of a Minor.

 

In January of 2015, during an investigation by the Arizona Internet Crimes Against Children Task Force, Phoenix Police and the FBI Child Sexual Exploitation Unit, received several cybertips of two young boys being sexually abused. Suspect was chatting with multiple other child molesters. They were discussing meeting and having sex with her children. Investigators from Internet Crimes Against Children rescued two young children after intercepting images over the internet that depicted a toddler being sexually abused by an adult female. Upon further examination of the images, investigators discovered the children were actively being sexually abused. Detectives conducted extensive and exhaustive investigation into the night and located the residence where the images were sent. Detectives located and rescued the two children, ages 3 and 6, and arrested an adult female. Detectives interviewed the offender and she admitted to molesting the two victims taking pictures of the abuse and creating child pornography. She also admitted to distributing the images. The offender also discussed choking the 3 year old until he became unconscious and was concerned not to kill him. Detectives served a search warrant on the home and located additional images of the children being sexually victimized. Offender was also in possession of other images of different children being sexually abused. The offender was booked on child molestation, sexual conduct with a minor and sexual exploitation of a minor.

 

 In February of 2015, during an investigation by the Arizona Internet Crimes Against Children Task Force, Phoenix Police and the FBI Child Sexual Exploitation Unit, ICAC Investigators intercepted images that were uploaded to the internet from a residence that depicted young infants and toddlers being sexually abused. Investigators conducted additional research and learned the suspect living at the home was a registered sex offender and had gone to prison for a prior child molestation arrest. A search warrant was served at the house and the suspect was interviewed. During the interview the suspect admitted to the images, he also admitted he is still very much sexually attracted to children. Suspect was booked federally on 10 counts Sexual Exploitation of a Minor.

 

 In February of 2015, during an investigation by the Arizona Internet Crimes Against Children Task Force, Phoenix Police and the FBI Child Sexual Exploitation Unit, ICAC Investigators intercepted images that were being traded over the internet from a residence that depicted young infants and toddlers being sexually abused. Investigators conducted additional research and learned the suspect was living alone in the apartment. Next door were a number of young children living and playing in front of his apartment. A search warrant was served at the apartment and the suspect was interviewed. During the interview, the suspect learned what the warrant was for and invoked. Evidence was located in the home and showed the offender was the person committing the crimes. In addition, the computer was on and downloading videos and images as the warrant was served. During a forensic preview, over 25,000 videos and pictures were identified on the computer. A neighborhood canvas was conducted to determine if any children were seen at the suspect’s house. Suspect was booked on 10 counts Sexual Exploitation of a Minor.

 

 In March of 2015, during an investigation by the Arizona Internet Crimes Against Children Task Force, Phoenix Police and the FBI Child Sexual Exploitation Unit, ICAC investigators served a search warrant in regards to a child pornography and child molestation investigation. During the investigation, detectives recovered images and conversations between the offender and another adult in regards to molesting a 3 year old boy. Upon further investigation at the house, detectives recovered additional evidence that depicted young children being sexually abused. The victim has been identified and located during a previous investigation.  Suspect was interviewed by detectives and admitted to the possession of the images and directing the other adult to sexually abuse the victim.  Suspect was booked into the Maricopa County Jail, charged with one count of Child Molestation, One count of Sexual Conduct with a minor and ten counts of Sexual Exploitation of a Minor.

 

 In March of 2015, during an investigation by the Arizona Internet Crimes Against Children Task Force, Phoenix Police and the FBI Child Sexual Exploitation Unit, ICAC investigators intercepted images that were uploaded to the internet from a residence that depicted young infants and toddlers being sexually abused. Investigators conducted additional research and learned the suspect living at the home has a prior arrest for weapons and has a 2 year old son. ICAC investigators conducted surveillance and discovered the suspect is a construction worker and travels around the state. A search warrant was served at the house and the suspect was not home.  Investigators discovered the suspect was in Prescott. During the scene examination, a large amount of videos and images of young infants were located. The suspect fled the area. Information was obtained the suspect had a handgun and is on the run. Suspect was apprehended in Texas and extradited back to Arizona. Suspect was arrested and booked for 10 counts of sexual exploitation of a minor.

 

 In March of2015, during an investigation by the Arizona Internet Crimes Against Children Task Force, Phoenix Police and the FBI Child Sexual Exploitation Unit, ICAC investigators identified a suspect who uploaded over 300 images depicting infants being sexually abused. The images were of children under 6 months old. Investigators conducted additional follow-up and identified a residence. A warrant was served at the residence and the suspect was identified. Investigators interviewed the suspect and he admitted to being sexually attracted to the images and the age of the kids. The suspect told investigators he knows what he is doing is bad but can’t stop. Evidence was found at the house and the suspect was booked on 10 counts of sexual exploitation of a minor.

 

 In May of 2015, during an investigation by the Arizona Internet Crimes Against Children Task Force, Phoenix Police and the FBI Child Sexual Exploitation Unit, ICAC investigators identified a subject from Dropbox who was uploading images of young children being sexually abused. This was a very complex case involving a number of social media websites, Dropbox and other digital evidence. Investigators worked to identify the suspect and an address he was uploading the images from. During further examination, it was determined the subject appeared to be taking pictures and molesting a young girl around 3-5 years old, in addition to the other child porn images. Investigators learned the subject might be in Lake Havasu City, AZ.  Phoenix ICAC investigators flew to Lake Havasu City and served the warrant at the residence with support from Lake Havasu City Police. The suspect was interviewed by ICAC investigators and he confessed to molesting the child from age 3 to 5. In addition, he produced numerous images and videos. Additional victims have been identified. The suspect was the babysitter for three families with small children. The suspect also admitted to molesting the victim on a weekly basis. The scene was searched and biological evidence was found as well. Suspect was booked on numerous sex crimes/crimes against children.

2016 - Arrests and Case Highlights for 2016

 

In January, 2016 during an undercover operation FBI/ICAC investigators identified a subject who was traveling overseas and his home was identified as trading images of young children being sexually abused. The suspect was identified and was arrested at the Sky Harbor Airport after he landed on a commercial plane. The suspect was interviewed. Additional search warrants were served at his home and on his person. A large quantity of images and videos of young children being sexually abused was identified on several hard drives found in the suspect’s closet at his residence. In addition, images of the suspect were found on the hard drives as well. Further forensic examinations are being conducted. The suspect was booked on numerous charges and is being charged federally.

In January, 2016, during a proactive investigation investigators located a residence that was trading and distributing images and videos of very young children being sexually abused. This included female children that were infants. Investigators conducted additional casework. A search warrant for the home was conducted. The suspect was interviewed and made admissions to having the images and admitted to having a problem. During further investigation the laptop was found in the suspect’s bedroom and contained over 100 videos of young children being sexually abused. The suspect is also a teacher and has been working in an after school program. Suspect was booked on 10 counts of sexual exploitation of a minor C2F.

In February 2016, during an investigation ICAC detectives located the listed suspect and identified that he was trading and possessing images of young boys under 5 being sexually abused. The suspect was identified as a registered sex offender. A search warrant served. The suspect was interviewed and admitted to having a large number of images and videos of young children being sexually abused and admitted he is sexually aroused and attracted to boys under 5. In addition the suspect admitted to hiding the digital media under the dresser and having additional items. Sex offender probation also was contacted and violated the suspect. The suspect was arrested and violated on the probation and will be charged with additional sexual exploitation of a minor charges. Suspect in custody and charged with 10 counts of sexual exploitation of a minor.

In March 2016, during an online undercover investigation detectives identified a that was distributing images and videos of children that were mainly infants and toddlers being sexually abused. During the investigation detectives identified the location and it was in an apartment complex with children in and around the area. Detectives conducted additional investigation and obtained additional information that established probable cause for a search warrant. The warrant was served on the home and the suspect was located. The suspect was interviewed and made admissions to the crimes. During the on-scene preview detectives located over 2,000 images and videos of infants and toddlers being sexually abused.

The suspect was booked on 10 counts of sexual exploitation of a minor.

In March 2016, during an online investigation investigators located images of child sexual abuse and exploitation that were located at a residence. After conducting an investigation into the activities and interviewing the suspect he made certain admissions . Investigators located the actual residence, and information was provided securing a search warrant for the residence. Numerous items of evidence were seized from the residence, including several computers which contained images of child sexual abuse and exploitation, including images containing infants and toddlers. The suspect also had a shed in the back that was set up for sexual activity with computers, sexual devices, diapers and other items. In addition, marijuana, methamphetamine and smoking devices were located and seized. Suspect was booked on 10 counts of Sexual Exploitation of a Minor, and additional charges for the possession of Marijuana, Dangerous Drugs and Paraphernalia.

In April 2016, During an online investigation, the suspect contacted the minor online. During the investigation and chat conversations the suspect starting talking about sex and the suspect offered the minor alcohol and drugs to meet for sex. During additional conversations the suspect sent inappropriate images to the minor and wanted to meet for sex. The suspect became very aggressive and continued soliciting sex from the minor. The suspect then drove to meet the victim and brought alcohol, drugs and female clothing. The suspect was also armed with a handgun. Evidence was located in the vehicle. The suspect was interviewed and he admitted to the fact he was going to have sex with the 14 year old and if she wanted he would provide alcohol and drugs to her. The suspect was arrested and booked on luring a minor.

In May 2016, During an undercover investigation ICAC detectives identified a residence that was trading and distributing images and videos of children and toddlers being sexually abused. A search warrant was served at the residence and the suspect located. During the investigation evidence and probable cause was established for the arrest. During the interview the suspect described some of the computers and made some incriminating statements. During the on scene examinations detectives found evidence and the suspect was booked. Numerous electronic items were seized and will be further examined. Suspect booked on multiple counts of sexual exploitation of a minor.

In May 2016, During an undercover investigation ICAC detectives identified a residence that was trading and distributing images and videos of children being sexually abused. Detectives completed investigations, and discovered the subject was a registered sex offender that lived in the residence. A warrant was served at the home and he was located in the residence. Detectives also learned there were numerous children living near the suspect and one child who lived upstairs (age 8) would frequent his apartment to play with the dog. The suspect was interviewed and made admissions.. During an on-scene examination hundreds of images were found and additional images were located in folders. The suspect was booked on 10 counts of sexual exploitation of a minor C2F.

 In May 2016, During an investigation ICAC investigators and the FBI identified a suspect that was trading and distributing images of several young children being sexually abused. During the course of the investigation it was determined that some images showed a toddler being sexually abused with an adult males hand in the pictures. These images were identified as being taken with a cell phone. Additional investigation discovered the location of where the pictures were taken. The suspect was located and interviewed. During the interview of the suspect he admitted that he was in possession of the images and indicated he was chatting with another suspect who was molesting another 2 year old girl and sending him the pictures. The suspect also attempted to hide his identity, however investigators were able to confirm the suspects identify . During an on-scene computer forensic examination additional pictures were found of the children. Subject was arrested and charged with Sexual Exploitation of a Minor and additional charges are to follow.

In June 2016, During an undercover investigation involving FBI and ICAC/CETF investigators the suspect was chatting with a 13 year old girl on the Internet. During that chat the suspect continued to discuss sexual acts and wanted to meet the 13 year old for sexual acts. During several weeks of investigation and numerous chats the suspect went to great lengths to meet the girl and avoid detection by law enforcement.  The suspect wanted to meet up with the girl for sexual contact and went into great detail about the sex acts he would perform. The suspect then committed aggravated luring of a minor/ Attempt Sexual Conduct with a Minor and arranged for a meet location in Phoenix. The suspect drove 27 miles to meet at a park and was contacted by tactical teams and arrested. The suspect was interviewed and admitted to his actions.

The subject was booked on Att. Sex Conduct with a Minor and Luring a Minor for Sexual Exploitation.

In July 2016, a suspect was talking with a 14 year old girl on the Internet. The subject then engaged in conversations with the 14 year old girl, using chat applications, email and text messages, and wanted to have sexual contact with the girl. The subject continued this conversation for several weeks, and even arranged to meet with the 14 year old. The subject drove from his residence to travel and meet the girl and engage in the sexual activities. He was arrested when he arrived at the location and was contacted by detectives from the Arizona Internet Crimes Against Children Task Force. In a subsequent interview, the subject admitted to driving toward the location for this purpose, and even admitted in interview with detectives that he had looked up the Arizona laws and penalties for engaging in this activity, but still decided to drive and meet the 14 year old girl. He admitted to being a coach for several youth sports teams. Subject was arrested and charged with Luring a Minor for Sexual Exploitation, Attempted Sex Conduct with a Minor.

In June 2016 During an undercover online investigation ICAC investigators located a residence that was trading images and videos of young children including infants being sexually abused. During further investigation the sole occupant was identified and a warrant was served. Investigators also learned there had been several complaints to the apartment manager that the suspect sits in the common area and looks at children often. The suspect was interviewed and confessed to the crimes. The suspect denied he ever touched a child. Forensic on-scene examinations of the cell phone and other computers were done. Evidence was located to include the images and videos that investigators intercepted. Suspect had numerous images and videos.

Additional case work, interviews and forensics will be completed. The suspect was booked on 10 counts of Sexual Exploitation of a Minor C2F Dangerous Crimes Against Children.

In July 2016 During an online chat investigation the suspect attempted to lure the minor during a number of sexual explicit conversations. This included the suspect asking the victim to meet at a park for sex and other sexual contacts. During the chats the suspect sent numerous images of his penis and asked the victim to send pictures of her as well. During additional investigation, it was learned a 10 year old mentally challenged child was living in the home with the suspect. It was also learned the suspect is a retired for the U.S. Army.  A search warrant was served on the suspect’s house. The suspect was interviewed and he confessed to the crimes. In addition, cameras were located around the house and the suspect stated he used them to watch the 10 year old because she is mentally challenged. On scene forensics located a number of devices and evidence. The suspect was booked on 10 counts of Sexual Exploitation of a Minor C2F Dangerous Crimes Against Children.

 In July 2016 During an online investigation ICAC investigators were able to link 24 Cyber-Tip complaints across a variety of platforms to include Google and others to the listed two suspects. This investigation took several subpoenas and search warrants to locate the suspect’s residence in addition to tie in the numerous complaints. In addition, the images ICAC located were of all infants and children under 5 being sexually abused. Surveillance and additional case work was performed. The search warrant was served and upon entry, located two suspects. Detectives interviewed both suspects and discovered they were both involved in the trading and distribution of the images and videos and they were sexually attracted to children under 5 years of age. In addition, on scene forensics discovered the evidence after advanced computer examinations due to the suspect’s configuration and computer usage in the home. Additional case work is being conducted for contact offenses and forensic examinations of the computers and other digital media is being processed. Both suspects were booked for 10 counts of Sexual Exploitation of a Minor C2F Dangerous Crimes Against Children.

In August 2016 During an online investigation the listed suspect was identified as trading images and movies of young children under the age of 5 being sexually abused. Additional investigation was completed and it was learned an unidentified man was living in the residence with a few adult women and children were seen at the house. This escalated the warrant service and additional search warrants and subpoenas were completed. A search warrant was served on the residence. The occupants were identified and 6 young children ranging in ages 2-7 were living in the home. The occupants were Spanish speaking and the adult male was identified. During on scene examinations, multiple electronic devices were discovered. The suspect was interviewed and he admitted to the images and movies. He admitted he communicates with other like-minded people on the Internet and trades images and videos. The suspect also admitted the images and videos of the young children being sexually abused were on his phone. On scene examinations recovered several hundred images and videos of young children being sexually abused under the age 5. The suspect was booked for 10 counts of Sexual Exploitation of a Minor C2F Dangerous Crimes Against Children.

The occupants were identified and 6 young children ranging in ages 2-7 were living in the home. The occupants were Spanish speaking and the adult make was identified. During on scene examinations, multiple electronic devices were discovered. The suspect was interviewed and he admitted to the images and movies. He admitted to watching the children alone when the other adult left but denied he molested them. He admitted he communicates with other like-minded people on the Internet and trades images and videos. The suspect also admitted the images and videos of the young children being sexually abused were on his phone. On scene examinations recovered several hundred images and videos of young children being sexually abused under the age 5. The suspect was booked for 10 counts of Sexual Exploitation of a Minor C2F Dangerous Crimes Against Children.

In August 2016 Detectives conducted a proactive investigation and located a residence that was trading images of young children between 3 and 5 years of age being sexually abused. During the investigation detectives served several subpoenas and conducted surveillance of the residence. During the investigation it appeared the residence was occupied by an adult male who had a criminal history for drug offenses. A search warrant was established and served. During the warrant numerous guns were located and there was a laptop in the living room that was actively downloading images of very young children being molested. The suspect in the residence also is a prohibited possessor. Based on the numerous firearms in the home the gun squad was contacted and responded. Another warrant was prepared and the weapons violations were also included in charges on the suspect. Detectives conducted an on scene preview of the electronic evidence and located a large number of images and videos of children being sexually abused. The suspect denied he did anything wrong and invoked. The suspect stated that when he bought the house the computers came with the house. Suspect booked  for 10 counts of Sexual Exploitation of a Minor C@F Dangerous Crimes Against Children and weapons impounded.

In September 2016 Phoenix Police ICAC received a Cyber-Tip indicating a suspect was trading images of young children engaged in sex acts (child pornography). During the investigation investigators tied another 8 Cyber-Tips to the suspect and recovered numerous images of children being sexually abused. Surveillance was conducted on the house, subpoenas and search warrants were completed for content. Investigators continued to review the images and tied the tips together. ICAC served a search warrant at the residence and the suspect was located. During the search of the residence 9 computer towers, 15 hard drives were found inside the house and cameras were set up in the bedrooms. The suspect was interviewed and admitted to the images and videos. The suspect then admitted he has been molesting several children known to him, the children do not live with him but he has access to them every other weekend. The suspect admitted he has been collecting child pornography and has been molesting children for over 16 years. The four children have been identified and are being forensically interviewed. During the search of the residence and an on-scene preview thousands of images and multiple images and videos of the victims were recovered on encrypted drives. The suspect had a large safe that contained over 16 hard drives with images and videos of the victims and other images and videos of other children being sexually abused. The suspect is being booked on multiple sex crimes. The suspect was booked for 10 counts of Sexual Exploitation of a Minor C2F Dangerous Crimes Against Children and more charges will follow after the forensic interviews of the children.

 In October 2016 ICAC and FBI investigators conducted a proactive investigation and identified a residence that was trading images and videos of infant/toddlers being sexually abused. The files were some of the worst files seen. Investigators conducted surveillance of the residence and obtained subpoena information. Investigators learned there were multiple people living in the residence with extensive criminal histories including sexual assault. A search warrant was obtained for the residence and a warrant was served. Upon entry to the home it was discovered a 7 month old child was in the residence. The scene was secured and investigators identified a number of electronic items in the house. There was also a large amount of weapons to include multiple handguns, rifles and hundreds of rounds of ammunition. During the investigation one of the subjects was identified as living in a back bedroom. In the bedroom were several handguns and computer items. The computer and other devices were examined at the scene by ICAC forensic examiners and evidence was located that indicated was the suspect. Detectives interviewed the suspect and he confessed he is sexually attracted to children under 10 and admitted to possessing and trading the videos and images of the infants and toddlers being sexually abused. The suspect denied he molested the 7 month old baby in the house and denied he took any sexually explicit images or videos of the child. Additional forensic examinations are being conducted to identify if the suspect did molest the child. Pictures of the child were taken to compare to any other images we find on the electronic items. Based on the investigation and confession, the suspect was booked on 10 counts of Sexual Exploitation of a Minor C2F.

In December 2016 During a proactive investigation ICAC investigators identified a residence that was trading images and videos of young children being sexually assaulted. During additional surveillance and follow-up investigators identified several people living in the residence. There was possible information a younger girl was living in the residence as well.  ICAC served the warrant and the suspect was contacted. During the on-scene preview of the electronic evidence, thousands of images and videos were located. In addition, ICAC forensic examiners identified over 5 million images on one drive and located thousands of other files on other devices that contained CP.  Those images and videos will still need to be reviewed to confirm they are CP images. The suspect was interviewed and he admitted that he is sexually attracted to girl between 5-10 YOA. He admitted he was in possession of the videos and images and admitted to masturbating while watching the videos and pictures of the children because he can’t control himself. He also admitted he has been looking at and involved in this activity for over three years and maybe more. The suspect was later booked on 10 counts of SEMC2F.

In December 2016 During an undercover chat investigation the listed suspect contacted the U.C. thinking he was a 12 year old boy. The suspect developed a relationship with the U.C. and continued to groom him for sexual acts. The suspect sent a number of adult pornographic pictures and offered to perform sex acts on the boy in a movie theatre or in a car. The suspect set up a meet and did not show up however indicated he can later and knew if he was caught he would go to jail. Investigators continued to chat with the suspect and the suspect remained aggressive and asked if the boy was a cop. Additional chat conversations and sexual acts were solicited by the suspect. A search warrant was served at the suspect’s house. The electronic evidence was located. During the on scene examination the conversations were found and additional search terms were located that indicated the suspect was looking for and possibly has child pornography of young boys. The suspect was interviewed and admitted to the email address but stated this was a fantasy he was just playing around. The suspect was booked and services were in place for his wife.
