2009 - Arizona ICAC Task Force Statistics
The Arizona ICAC Task Force is pleased to report the following accomplishments for calendar year 2009. (1)
Arrests and Adjudications
- 24 offenders arrested for crimes involving unlawful images depicting the sexual exploitation of minors.
- 7 offenders arrested for crimes involving the luring of minors for sexual exploitation.
- 25 cases adjudicated with 21 offenders receiving a sum total of 462 years incarceration. Most offenders are also sentenced to lifetime probation and sex offender registration terms upon release.
New Investigations Opened – Reactive and Proactive
In calendar year 2009, the Arizona ICAC opened 625 new cases involving either reactive or proactive (undercover) investigative techniques.
Reactive Cases - Received from Outside Sources
The Arizona ICAC received 604 reactive investigations involving unlawful images, luring/enticement, or computer tampering in calendar year 2009.
- 414 of the 604 reactive cases were received from the National Center for Missing and Exploited Children’s (NCMEC) Cybertipline.
- 190 of the 604 reactive cases came from sources other than NCMEC including citizens, silent witness, and other agencies.
Proactive Undercover Investigations – Initiated by Investigators
- Arizona ICAC detectives initiated 21 proactive investigations involving the use of undercover tactics to apprehend suspects who lure and entice minors or who traffic and possess unlawful images in calendar year 2009.
Unlawful Image Investigations
- 209 cases involving the possession of unlawful images depicting the sexual exploitation of minors.
- 81 cases involving the distribution of images depicting the sexual exploitation of minors.
- 26 cases involving the unlawful manufacturing of unlawful images depicting the sexual exploitation of minors.
Luring/Enticement of Minors
- 231 cases involving the luring or enticement of minors towards unlawful sexual conduct.
- 4 cases involving suspects who traveled or intended to travel for the purpose of engaging in unlawful sexual activity with minors.
Other Activities
- Authored, served or assisted approximately 75 search warrants and 200 subpoenas.
- 68 assists to other agencies nationwide or to other bureaus of the Phoenix Police Department.
- 3 cases of computer tampering involving hacking or other unlawful acts.
- 10 training presentations to youth, citizens or law enforcement personnel attended by a total of 475 people.
Closed Cases
Investigators resolved 681 cases from 2009 and previous years through arrest, closure, exceptional clearance or suspension awaiting development of further information.
Funding
The Arizona ICAC/FIB C-27 squad receives funding through the City of Phoenix Police Department, the Department of Justice Office of Juvenile Justice and Delinquency Prevention’s ICAC Grant Program and the 2009 Recovery Act. Additional support is received from the Phoenix FBI.
(1) Please note that only 72 Phoenix Police Departmental reports were received or initiated by PPD ICAC detectives in 2009. Consequently NIBRS statistics do not reflect much of the C-27 squad activity.
